Victor “Vic” Stelly

Vic Stelly served in the La. Legislature, representing District 35, from 1988-2004. At the capitol, Stelly earned a reputation as an intelligent, reasonable & accessible legislator who was active in efforts to bring major structural changes to much of the state government. He strongly supported tightening ethics laws for public officials and declined to participate in the Leg. Retirement System or State Health Ins. Plan. “The Stelly Plan”, a La. Constitutional Amendment, was passed by voters in 2002. The plan eliminated the state sales tax on “necessities of life”, such as food for the home, prescription drugs, & residential utilities while it raised the state income tax.
